Democratic Governance Integrated Management of National Execution Projects (UAP/ABC) Project BRA/00/018 -- Start Year: 2000; Approved Budget: US$ 6,118,657; End Year: 2003; Implementing Agent: NEX (National Execution); Executing Agent: Brazilian Cooperation Agency (ABC), Ministry of Foreign Affairs. Project background and rationale: In 1987, the Brazilian Government has created within the Brazilian Ministry of Foreign Affairs the Brazilian Cooperation Agency (ABC), with the task of planning and coordinating the technical cooperation activities under national execution. Moreover, in 1990 a Project Administration Unit (UAP) has been created in order to strengthen the performance of the execution of technical cooperation projects through unified management. This has contributed to the rationalization and improvement of the contribution of international technical cooperation to the overall development of the country. Project development goal: This project aims at consolidating the process of transferring the national execution activities to the Government by improving the performance of UAP/ABC. Project immediate objectives and expected outputs: This goal will be pursued through the fulfillment of four immediate objectives: 1. the consolidation of administrative and financing management of UAP/ABC; 2. the increasing of the assistance provided by UAP to the executing bodies; 3. the integration of technical, administrative and financial management of the projects; 4. the incorporation of national execution mechanisms into ABC, which task will be to act as an Executive Agency of the Federal Government. It is expected at the end of the project that National Execution will present higher levels of efficiency.
