Modernization Programme of the Federal Executive Power

Project background and rationale: In the 70s and 80s, excessive public expenditure and exhaustion of the import-substitution strategy have led to a call for reforms aimed at reducing the role of the State in the economy in favor of market oriented policies. These are also aimed at innovating the social security and the social policy instruments and at enhancing governance, intended as the State's capability to implement public policies with efficiency. The latter has become a priority of the current government, since the Public Federal Administration (PFA) faces many structural/bureaucratic problems such as centralized decision making, pyramidal authority structure, emphasis on the routines and not on results and rigidity in its procedures due to excessive norms and regulations.

Project development goal: This project aims at enhancing the Public Federal Administration and the State apparatus by increasing its efficiency in the execution of governmental policies and in the exercise of the functions for which it is competent.

Project immediate objectives and expected outputs: The project, which is implemented by the Ministry of Planning, Budgeting and Management focuses on four strategic sectors:

1. Institutional Reform;

2. Human Resources Administration and Development;

3. Information Technology Administration;

4. Assistance to the Citizen.

The main expected results are:

1. the restructuring of the Ministries and the Presidency of the Republic General Secretary;

2. the restructuring and transformation of Autarchies and Foundations in 8 Executive Agencies and 10 Social Organizations;

3. the development and implementation of a computerized model for human resources management;

4. the development of studies on the structure of human resources in the PFA;

5. the strengthening of the Documentation and Information Center of the National School of Public Administration (ENAP);

6. the modernization of the PFA through the use of information technology;

7. the development and implementation of a managerial information system in the PFA;

8. the creation or strengthening of 18 Citizen Service Centers in the States and Federal District.
