Integrated System of Educational Statistics (SIEd)

Project background and rationale: The Institute of Educational Studies and Research - INEP was created in 1936 and became a federal autarchy of the Brazilian Ministry of Education and Sports in 1996. Its mandate is to implement the Government's Strategic Planning on Education, focused on equity, quality and efficiency. INEP's main activities are focused on the evaluation of the performance of the educational system, the production of statistical information and educational indicators, as well as the dissemination of accumulated knowledge and information in the educational sector. To undertake this set of assignments, INEP counts on the support of three Departments, among which is the Department of Educational Statistics (SEEC), which has been developing the Integrated Information System on Education (SIEd). UNDP was requested to implement a Preparatory Assistance to provide SEEC with enabling conditions to finalize and analyze the 1996 Educational Census. The Preparatory Assistance produced the following outputs:

1. A technical and methodological basis for the implementation of the quality control of the Educational Census; SIEd's sustained implementation and operation; and

2. A Project Document for the project's main phase. The Preparatory Assistance also assured the sustained implementation and operation of SIEd. This success led to the formulation of the present project.

Project development goal: The project aims at contributing to the guaranteeing of equity and efficiency of the Brazilian educational system through the production and dissemination of reliable, updated and interpretable statistical information, which are necessary to the definition and evaluation of public policies.

Project immediate objectives and expected outputs: The full project's main objectives are to:

1. Enlarge the access to and the utilization of statistics on education by decision-makers at the federal, state and municipal levels;

2. Consolidate the Integrated Information System on Education and improve the quality of the information generated, ensuring that it is efficiently used in the definition and evaluation of public policies;

3. Provide the Department of Educational Information and its statistical units with enabling conditions required in the timely and efficient production of high quality information on education.
