Educational Information Treatment and Dissemination Programme

Project background and rationale: Despite Brazil have witnessed a reduction of the illiteracy rate and an increase in the number of students registered in all educational levels as well as in the average number of schooling of the population, its educational profile remains unsatisfactory both in quantitative and qualitative terms. Therefore, the Federal Government has adopted a three-pronged strategy comprising decentralization, the participation of civil society and the integration of different levels of educational administration. The success of this strategy requires the strengthening of the National Institute of Educational Studies and Research – INEP – of the Ministry of Education and Sports, to enable it to provide in a timely and efficient manner quantitative and qualitative information essential to the formulation and implementation of educational policies responsive to the needs of a rapidly globalized economy.

Project development goal: Project BRA/97/019 aims to contribute to the reduction of educational inequalities, by means of the production and dissemination of information concerning the improvement in quality and efficiency of the Brazilian education system.

Project immediate objectives and expected outputs: The project's immediate objectives are:

1. To organize and update the information database of INEP's Educational Information and Library Center/CIBEC in evaluation and educational statistics;

2. To timely disseminate this information to priority users;

3. To organize CIBEC's "virtual library";

4. To maximize the use of information through carefully integrated systems of production and dissemination;

5. To consolidate INEP's major publications as channels to disseminate state of the art information in education; and

6. To establish a monitoring system for the implementation of the Programme.
